  • Elder Abuse Reporting Information

    529 Plans

     

    California 529 Plans Bill A.B. 34

    Enacts legislation that would establish a universal, at-birth and statewide 529 children’s savings account program.

    ABLE Act

    California ABLE Act Bill S.B. 218

    Allows funds in an ABLE account to be transferred to another individual’s ABLE account that the beneficiary or the estate of the beneficiary specified upon the death of the beneficiary.

    FSI Action: FSI will contact the bill sponsor and submit a letter of support.

     

    California ABLE Act Bill A.B. 384

    States that any distribution for qualified disability expenses from an ABLE account will not count toward determining eligibility for a state or local means-tested program that is funded by a federal means-tested program.

    Elder Abuse

    California Elder Abuse Bill A.B. 502

    Creates the San Diego County Elder or Dependent Adult Financial Abuse Crime Victim Compensation Pilot Program to provide victims of elder or dependent adult financial abuse compensation to reimburse costs for financial counseling, mental health counseling or supportive services if the crime occurred in the County of San Diego.

    California Elder Abuse Bill A.B. 611

    States that a mandated reporter of suspected financial abuse of an elder or dependent adult is authorized to not honor any power of attorney if the mandated reporter of suspected financial abuse of an elder or dependent adult makes, or has actual knowledge that any other person has made a report to an adult protective services agency or a local law enforcement agency of any state that the principal may be subject to financial abuse.

    Cybersecurity

    California Cybersecurity Bill A.B. 650

    Requires the State Chief Information Officer to develop, tailor and review and revise baseline security controls for the state based on emerging industry standards and baseline security controls published by the National Institute of Standards and Technology.

    Financial Literacy

    California Financial Literacy Bill A.B. 858

    Establishes the California Financial Literacy Initiative, which will offer instructional materials to parents and teachers to provide financial literacy education to children in grades Kindergarten through 12th.
